As a demonstration of BCMS compliance, this policy has been established in line with ISO 22301, NCEMA 7000 standard and all applicable regulations from International Maritime Organization (IMO).

Business Continuity & Crisis Management section is the owner of this policy and will be responsible for reviewing and updating the policy annually and/or when needed in addition to making this policy available to all interested parties.

Business Continuity & Crisis Management section is responsible for providing the necessary information, training and support to enable employees to implement this policy.

This policy applies to all E-marine staff and locations in UAE and outside. This includes all facilities, systems, information, products and services.

E-marine top management has ensured that all resources needed for this policy implementation is provided and dedicated members and committees are assigned as responsible for policy implementation and effectiveness.

To Our Valued Customers, 

E-marine reassures its commitment to deliver its best of services, always consider the health, safety and well-being of all its customers and other stakeholders as our paramount concern.  That said, in the backdrop of the ongoing novel coronavirus COVID-19 pandemic, E-marine would like to assure you that we are continuously monitoring the developments very closely and taking timely action at our end on daily basis in order not to compromise the health and safety of our stakeholders.

E-marine is taking all possible preventive measures, in line with the Health & Prevention Authorities in the countries E-marine operates in for prevention of COVID-19 and also following closely the guidelines being released by the World Health Organization (W.H.O.).

In addition, we have taken necessary measures to ensure business continuity in view of this unprecedented situation to ensure the smooth flow of our operations, including but not limited to:

  1. Employees have been instructed to take increased precautions to ensure they keep themselves and everyone around them healthy.
  2. To keep all employees safe, we have implemented the policy of work from home.
  3. New company guidelines for sick time have been established to ensure employees are supported if quarantine is necessary for themselves or loved ones.
  4. Hygiene drives at our premises have been beefed up with increased cleaning frequency of premises including workstations and our storage facilities. As such additional kiosks of sanitizers and disinfectants have been placed in our work areas.
  5. Employees, including all crew members are being continuously updated about the health risks posed and the precautions that need to be taken.
  6. Travel restrictions for employees are in place whereby business travel has been restricted.
  7. Staff, contractors and clients boarding our vessels are being screened religiously in the event of every mobilization and demobilsation activity. The same is being done for any visitors to our office premises.
  8. A quarantine room has been allocated in all our vessels, with all necessary Personal Protective Equipment (PPE), to deal with any untoward incident of infection on board.
  9. Our extended family of suppliers and contractors are also being sensitized on the situation and being instructed to comply with all health & safety protocols undertaken by E-marine.

E-marine bags the prestigious MARS project to connect islands in East Africa

UAE: E-marine, the leading company in providing marine engineering and installation services for submarine cables in the region, bagged a contract from Huawei Marine Networks to install the ‘Mauritius and Rodrigues Submarine Cable System’ (MARS), which covers a distance of 700 km connecting two islands in the Indian Ocean. 

The MARS cable will help boost internet connectivity through the provision of high-speed, large capacity bandwidth between the two islands located off the coast of East Africa.

وسيساعد الكيبل الجديد (MARS) في تعزيز الاتصال بشبكة الانترنت، علاوة على توفير نطاق ترددي عالي السرعة بين الجزيرتين الواقعتين قبالة السواحل الشرقية لأفريقيا.

E-Marine, a leading company in submarine cable installation, repair and maintenance has successfully restored 10,000 kilometer underwater ‘EASSy’ cable that runs the length of Africa’s east coast.

The EASSy cable (Eastern Africa Submarine Cable System) was out of service as it was damaged of around 4 kms offshore Mogadishu, Somalia.

E-Marine played an integral role in restoring the service by conducting the required tests and an in-depth analysis of the fault location. CS Maram, the first green cable ship was deployed to conduct the repair in a rugged terrain with adverse monsoons and wind speeds touching nearly 100km/hr and waves reaching a height of 8-9 meters. CS Maram is the best-in-class cable ship today designed to manage the installation and maintenance of all types of submarine cables, including fiber optic telecommunications cables and energy cables.

وكان نظامالكابلالبحريلشرقإفريقيا (EASSy) قد توقف عن الخدمة بسبب عطلٍ أصابه على امتدادنحو 4 كيلومتر قبالة شواطئ مقديشو في الصومال.

E-Marine joins hands with Huawei Marine to install Avassa Submarine Cable in Comoros

Dubai, UAE: E-marine, the principal provider of submarine cable solutions in the Middle East, today announced that, in collaboration with Huawei Marine Networks Co. Ltd., it has successfully completed the 260-km Avassa Submarine Cable System marine installation in Comoros Islands, To provide marine installation services, E-marine deployed it’s 126m CS Maram vessel, the most modern ‘Green Plus’ and first-ever eco-friendly cable ship in the world, for the cable lay operation.

The project involved the laying of two submarine cables – one linking Mayotte to Mutsamudu in Anjouan Island, and the other linking Moroni to Chindini in Grande Comores. The landing party at Moroni, Chindini and Mutsamudu was Comores Telecom and STOI at Mayotte.

بالتعاون مع شركة “هواوي مارين” “إي مارين” تنفذ مشروع أفاسا لنظام الكابلات البحرية بجزر القمر

دبي، الإمارات العربية المتحدة،15 يناير 2017 : أعلنت “إي مارين” ، المزود الرئيسي لحلول الكابلات البحرية في الشرق الأوسط ومقرها دبي، اليوم أنها أتمت بنجاح تنفيذ مشروع أفاسا لنظام كابلات البحرية الذي يمتد بطول 260 كيلومتر في جزر القمر بالتعاون مع شركة هواوي مارين للشبكات البحرية المحدودة، وذلك في إطار عملية توفير بنية اتصالات تحتية متفوقة تتميز بسعة فائقة وسرعات عالية في جزر القمر. وفي إطار تنفيذ المشروع وتوفير خدمات التركيب البحرية، خصصت شركة “إي مارين” سفينتها الرائدة “سي إس مرام”، التي تعد أول سفينة كابلات بحرية صديقة للبيئة في العالم ويبلغ طولها 126 متراً، من أجل إتمام عملية تثبيت ومد خطوط الكابلات البحرية في المشروع.

ويتضمن المشرع مد وتثبيت اثنين من الكابلات البحرية، يربط الأول ما بين جزيرة مايوت ومدينة موتسامودو، أما الثاني فيربط ما بين العاصمة موروني وقرية تشينديني في جزيرة القمر الكبرى. كانت شركة “جزر القمر للاتصالات” هي الجهة المسؤولة عن تنفيذ المشروع في كل من موروني وتشينديني وموتسامودو، أما في مايوت فكانت شركة ” STOI” للاتصالات.

E-marine launches world’s newest eco-friendly cable-laying vessel in Dubai

Strengthening its dominance in the high-growth sub-sea cable market, E-marine, the Middle East’s principal provider of submarine cable solutions, recently launched its newest cable-laying vessel, the CS Maram, in Dubai.

The newest in E-marine’s fleet of five vessels, and the fourth in its cable-laying fleet, CS Maram is considered to be the most modern eco-friendly cable ship ever built.

“This is our fifth vessel to be added in our cable-laying fleet and is one of the most modern eco-friendly cable ships in the world,” Omar Jassim Bin Kalban, managing director and chief executive officer of E-marine, told Gulf News Journal. “It demonstrates our commitment to the region and helps us in faster deployment of our cable systems across a wider geographic area.”

Built by Ali &Sons Marine Engineering of Abu Dhabi, CS Maram is designed to manage the installation and maintenance of all types of sub-sea cables, including fiber-optic telecommunications cables and power cables. It is equipped with the latest high-tech ROV (Remotely Operated Vehicle – QT 400) that will enable the vessel to undertake inspections and surveys of the seabed up to approximately 8,000 feet deep and cut trenches to bury the cable up to 5 feet below the seabed.

Bin Kalban said the ship can sail for more than 60 days without the need for any kind of logistical support. It hosts 72 people with 5-Star facilities conforming to SPS 2008, a class enjoyed by passenger ships with a speed of 15 knots. CS Maram is equipped with an advanced Dynamic Positioning-2 system that keeps the ship stable for operation up to a sea state of Beaufort-7 (i.e., high winds up to 40 miles an hour and wave heights up-to 19 feet).

“With this greater capacity we can cover more geographies, even beyond our existing region, creating a new benchmark in service levels that provide better customer satisfaction,” Bin Kalban said.

CS Maram obtained the esteemed global eco-friendly certification Green Plus by keeping a check on the ship’s overall effect on the climate and through its environmental performance index. This certificate is granted to only those new vessels that genuinely show significant investment in design solutions, on board equipment and operational procedures.

“CS Maram won this prestigious certification by implementing extra safety measures, use of clean fuel and focusing on crew comfort among many other sustainability criteria,” Bin Kalban said.

As of today, E-marine has laid more than 20,000KM of cables in the region and maintain around 100,000Km of submarine cables, which comprises the laying of some of the first communication cables to the United Arab Emirates, connecting it to the world.  

“E-marine, strategically located in the region, takes care of the installation and maintenance of submarine cables, most economically, in the shortest possible time,” Bin Kalban said.

More than 97 percent of global data traffic is carried through submarine fiber cables, Bin Kalban said, with the remaining 3 percent done through satellite systems. As for the UAE, it is one of the most strategically located countries, connecting east to west and has the most modern international infrastructure in subsea telecommunications in the region. Over recent decades, E-Marine has been part of the growth story of the area, stretching from India and Iraq to Egypt and Tanzania.

E-marine strengthens regional presence with launch of world’s newest cable-laying vessel in Dubai to support ambitious expansion plans

Dubai, UAE, 19th May, 2016: E-marine, the principal provider of submarine cable solutions in the Middle East, officially launched its newest cable-laying vessel in Dubai today, to support its ambitious expansion plans and boost capacity to maintain vital cable infrastructure in the Middle East and East Africa region.

CS Maram is E-marine’s fifth vessel to be added to its cable laying fleet, which was constructed in the United Arab Emirates (UAE) capital Abu Dhabi and incorporates eco-friendly technology. CS Maram is the most modern,’GreenPlus’ cable ship in the world, ever built.

CS Maram can handle the installation and maintenance of all types of sub-sea cables, including fiber-optic telecommunications cables and energy cables. The fully loaded maintenance and installation vessel is equipped with the latest high-tech remotely operated vehicle (ROV) – QT 400 that will enable the vessel to undertake inspections and surveys of the seabed up to a water depth of 2,500m and cut trenches to bury cables up to 1.5m below the sea-bed. CS Maram is equipped with an advanced Dynamic Positioning-2 system that keeps the ship stable for operation up-to a sea state of Beaufort-7 i.e. high winds up-to 61 km/hr and wave heights up-to 19ft. It hosts 72 people with 5-Star facilities conforming to SPS 2008, a class enjoyed by passenger ships, with a speed of 15 knots.

Speaking on board CS Maram, Omar Jassim Bin Kalban, CEO of E-marine, said: “The launch of CS Maram marks a major milestone in E-marine’s journey and the expansion of our operations in the region. It will strengthen our presence in the high-growth sub-sea cable market, especially as demand rises from the telecoms and energy sectors. This highly technical cable ship will provide our customers with the latest sub-sea cabling technology and demonstrates our commitment to the region. For our customers, more ships means we can reach cable systems faster and across a wider geographic area.”

E-marine currently has three major new projects underway that will deliver the infrastructure for faster broadband connectivity in the UAE and wider region. The first project is a new link providing increased bandwidth availability between South-East Asia-Middle East and Western Europe.

The second project is in the Maldives, connecting the six islands with a total cable length of around 1,200kms. The project will provide high-speed internet across the Maldives islands. E-marine has partnered with Huawei Marine Networks to lay the cable.

The third project is a maintenance contract for the Bay of Bengal Gateway. This project is designed to provide a direct-trunk communication between Oman and Malaysia. It links six countries, with four branches in the UAE, India (Mumbai and Chennai) and Sri Lanka.

دبي19 مايو 2016- أطلقت “ئي مارين”، المزود الرئيسي لحلول الكابلات البحرية في منطقة الشرق الأوسط، رسميا اليوم في دبي سفينة مد الكابلات البحرية “مرام” والتي تعد الأحدث من نوعها في هذا المجال. وتشكل هذه الخطوة إضافة هامة إلى العديد من الإنجازات التي قامت بها الشركة مؤخرا بهدف تعزيز حضورها الإقليمي في مجال مد الكابلات البحرية.

وتعد هذه السفنية الرابعة ضمن أسطول الشركة في مجال مد الكابلات البحرية وقد تم تصنيعها في دولة الإمارات العربية المتحدة من قبل شركة “علي وأولاده للهندسة البحرية” وهي مزودة بتقنيات تجعل منها سفينة صديقة للبيئة.

​​​​​​​وتم تصميم السفينة ، لتتولى إدارة عمليات مد وصيانة جميع أنواع الكابلات البحرية بما فيها كابلات الألياف الضوئية المخصصة للاتصالات وكابلات الطاقة، وهي مزودة بأحدث التقنيات المستخدمة في التحكم بالمعدات عن بعد من نوع “كيو تي 400″ (QT 400)، والتي ستمكن السفينة من القيام بعمليات سبر أعماق المحيطات حتى 2500 متر تحت سطح الماء، وكذلك الكشف عن أعطال الكابلات وإصلاحها ودفنها على عمق 1.5 متر تحت قعر المحيط. تستوعب السفينة على متنها 72 شخصا، وهي مزودة بأحدث المرافق من فئة خمس نجوم بالإضافة إلى وسائل الراحة من طراز “أس. بس . أس 2008″ (SPS 2008) الموجودة في سفن الركاب، كما تبلغ سرعتها 15 عقدة.

متحدثا خلال مؤتمر صحفي عقد على متن السفينة، قال عمر جاسم بن كلبان، الرئيس التنفيذي والعضو المنتدب لشركة “ئي مارين”: “يشكل إطلاق السفينة “مرام” ووضعها في الخدمة علامة بارزة في رحلة “ئي مارين”، والخطط الطموحة لتوسيع نطاق عملياتنا في المنطقة. وسيسهم هذا في تعزيز حضورنا في قطاع الكابلات البحرية الذي يشهد معدلات نمو متسارعة وخاصة في ظل تزايد الطلب على هذه الكابلات من قبل قطاعي الاتصالات والطاقة. وستوفر هذه السفينة الحديثة والمتطورة لعملائنا إمكانية الاستفادة من أحدث ما توصلت التقنية في مجال مد الكابلات البحرية، وهي تؤكد التزامنا الجاد تجاه المنطقة. وبالنسة لعملائنا، فإن إضافة سفن جديدة تعني إمكانية الوصول بشكل أسرع وتغطية مساحة جغرافية بفعالية أكبر”.

وتعمل “ئي مارين” حاليا على تنفيذ ثلاثة مشاريع سوف تسهم في توفير بنية تحتية أكثر سرعة لشبكات النطاق العريض في دولة الإمارات والمنطقة بشكل عام. المشروع الأول عبارة عن كابل جديد يوفر إمكانية اتصال أكبر بالنطاق العريض ويؤمن الربط بين جنوب شرق آسيا ومنطقة الشرق الأوسط وأوروبا الغربية.).

وسيتم تنفيذ المشروع الثاني في المالديف، حيث سيوفر الربط بين ست جزر من خلال كابل يبلغ طوله الإجمالي 1200 كيلومتر. وسيوفر المشروع اتصالا عالي السرعة بالإنترنت على امتداد مساحة جزر المالديف. وستعمل “إي مارين” مع شركة “هواوي مارين نتووركس” (Huawei Marine Networks) لمد هذا الكابل.

أما المشروع الثالث فهو فهو عبارة عن عقد صيانة في منطقة خليج البنغال. وقد تم تصميم هذا المشروع لتوفير العديد من نقاط الاتصال والربط الشبكي المباشر بين سلطنة عمان وماليزيا. ويتيح هذا المشروع الربط بين ست دول مع وجود أربعة فروع في كل من دولة الإمارات العربية المتحدة، والهند (في كل من مدينتي بومباي وشيناي) وسيريلانكا،

وأضاف: “تتمتع هذه المشاريع الثلاثة بأهمية كبيرة بالنسبة لنا، وهي تظهر استمرارنا في تحقيق المزيد من النجاح. وسنقوم بتنفيذ المشاريع مع شركات معروفة في هذا المجال وهي “ألكاتيل سب مارين نتووركس” و”هواوي مارين نتووركس”، الأمر الذي يظهر مدى الحضور القوي الذي نتمتع به عالميا في هذا المجال. إن تنفيذ هذه المشاريع سوف يتيح مستوى أفضل من الاتصال البيني بين دول المنطقة من خلال شبكة من الكابلات البحرية. ويأتي هذا ضمن التزامنا بتعزيز مكانة دولة الإمارات على مؤشرات التنافسية العالمية في مجال الاتصالات والتكنولوجيا. كما يوفر المشروع بنية تحتية ذات مستوى عالمي سوف تساعد على اجتذاب الشركات العالمية التي تبحث عن تأسيس فروع لها في المنطقة.

Dubai, UAE,: E-marine, the principal provider of submarine cable solutions in the Middle East, is preparing to bring the largest global conference for the submarine cable industry to the UAE this month. The company is hosting the 9th edition of SubOptic 2016, where industry leaders will gather to discuss the emergence of the communications industry, which is gathering momentum in the East Africa, Middle East and Sub-Continent region.

More than 600 attendees from over 200 organisations are expected to descend on Dubai for the event that will be held at the Conrad Hotel, Dubai between the 18th -21st April 2016.

Submarine cables connect global economies from east to west, which are dependent on uninterrupted global data connectivity. Telecommunication operators in the Middle East have played a key role in the development of submarine fiber cable links and E-marine has supported them by laying and maintaining the critical infrastructure that helps to connect the world.

Emarine marks start of ambitious fleet expansion with dock trials of first new vessel

E-marine, the principal provider of submarine cable installation and repair solutions in the Middle East and Sub-Continent region, has unveiled ambitious plans to expand its fleet of cable ships in 2015, with the first ship, the CS Maram, beginning dock trials ahead of its maiden voyage this year.

The CS Maram, which was built in Abu Dhabi, UAE has been designed to manage the installation and maintenance of all types of submarine cables, including fiber optic telecommunications cables and energy cables. The ship is expected to successfully complete dock trials and be ready for launch within the coming months.

E-marine’s planned fleet expansion will see the addition of further multi-purpose vessels in the coming years, boosting its coverage across the region, with a particular focus on East Africa and the wider region. The expansion will help strengthen the firm’s presence in the high-growth subsea cable market and undertake activities to stem demand from telecoms and energy sectors.

The fully loaded maintenance and installation vessel will incorporate a submarine robot or ROV (Remotely Operated Vehicle) that will enable the vessel to undertake pre-inspections and surveys of the seabed and cut trenches to bury the cable.

Once the CS Maram is fully operational, it will generate direct employment opportunities in the region. The company already has a highly-skilled and diverse workforce of more than 20 nationalities and will be seeking an international crew of captains, seamen and technicians for the new ship from across the region to take up positions on board the vessel.

Dubai, 2013: E-marine, the principal provider of submarine cable solutions in the Middle East, has announced that it will host the 47th Plenary Meeting of the International Cable Protection Committee (ICPC), the world’s premier submarine cable industry association, in Dubai, United Arab Emirates, in early 2014.

The ICPC plenary event is a major forum for the exchange of technical, legal and environmental information about submarine power and telecommunications cables that is held every year in a region, specifically chosen to facilitate wider participation among ICPC’s members. The last Plenary was held in Miami during May this year and attracted 124 delegates from 35 countries, representing 82 companies operating as submarine cable owners, maintenance authorities, system manufacturers, cable ship operators, submarine cable route survey companies and even Governments.

The strategic location of the UAE is fitting, not only because of its excellent international connections, but also because it has many subsea cables running through the region, making it the ideal place to promote and discuss developments and issues facing the submarine cable industry.

The Arabian Peninsula has been a critical location in the progress of submarine telegraphy between the East and the West since the end of the 19th century. More recently, the Middle East region has seen substantial growth in the construction and announcement of new submarine cable systems and competing terrestrial systems, along with the total demand for international capacity from the Persian Gulf countries,

E marine was born out of a need to serve the region, from the region, and has over 25 years of subsea cable experience in the Middle East. During this time it has laid some of the first communication cables to the United Arab Emirates, connecting it with neighboring countries.

Cutting through the challenges of submarine cable repairs

Submarine cables are not only the backbone of the international telecommunications network, but they provide critical infrastructure to the global economy. With modern economies and societies dependent on uninterrupted global data connectivity, repairs to severed cables must be tackled with a fast, efficient and economic response. This not onlyminimises costs for cable owners, but keeps the world moving and reduces disruption to end customers.But damage to a cable can take just a few hours or a few weeks to repair, so what are the challenges that maintenance teams and vessels have to cut through?

More data means more cables

The world today is rapidly evolving with new inventions and technologies being developed faster than ever. The information and communications technology (ICT) industry is one of the fastest growing sectors, with an explosion of new products and high speed capabilities over the last few decades such as the internet, which have changed the face of the world as we know it.

According to telecommunications market research and consulting firm Telegeography, the amount of data, sent and received worldwide using the global network of submarine cables has experienced unmatched growth since the availability of the internet in the 1990s, which has driven up bandwidth. Forecasts for bandwidth employment show a staggering annual growth rate of 40% from 2009 to 2018, leading to an amount of more than 600 Tbps in 2018. At this pace the amount of international bandwidth in the world will double every two years.

This means more submarine cables are required, particularly in developing economies such as the Middle East where adoption of the internet and mobile devices is moving at an incredibly fast pace, driving-up global data traffic. In the last 22 years since E-marine has been providing submarine cable solutions from the East Coast of Africa across the Gulf and Red Sea to India we have seen an increase in the cable that is maintained grow from 1,000km to almost 100,000 km of submarine cable.

Developing economies driving data

In recent years, the Middle East region has seen an influx in the construction and announcement of new submarine cable systems and competing terrestrial systems and the total demand for international capacity from the Gulf countries has shown significant growth. The main drivers of this surge in activity are an increase of broadband penetration and availability, mobile penetration, and an increase in digital content consumption and emergence of local content.

These advancements have led to almost all businesses in all sectors becoming heavily dependent on these vital submarine networks. According to SWIFT (The Society of Worldwide Interbank Financial Telecommunications network uses submarine fibre optic cables to transmit financial data to over 8,300 financial institutions in 195 economies, handling nearly 15 million messages daily.

Speed is of the essence

This example highlights how a submarine cable and its capability can impact not just the areas they are located, but the entire world. This is why repairing and maintaining submarine cables both economically and efficiently is so vital. Whole countries and industries can be impacted hugely by damage, whether caused by natural hazards and/ or manmade hazards. Any delays can also impact on cable owners’ revenue as they have to fulfil contractual obligations to their customers. Longer repair times can mean bigger potential losses and nothing can fully substitute the complete failure of a cable system, which could lead to a complete loss of regional network transmission.

Complexity of repairs

While the ICT industry has been evolving so too has the rest of the world. Increased shipping and sea bed users and an expansion in fishing, combined with a growing network of submarine cables, results in the likelihood of more cuts. There has also been a major change in the technological advancements of the systems that have to be maintained. Cables have changed from a mix of coxial and fibre optic cables carrying much lower volume of data in just a few tens of Mbps (megabits per second)to far more sophisticated optical cables carrying thousands of billions bits of data (Tbps Terabits per second). This technological advancement has led to increased complexity for repair and maintenance, so it is essential that technical team on board the vessels and crew have the right experience and expertise to provide the fastest and most effective solution. Gone are the days when cable repair vessels were sometimes idle waiting at any one location to move onto the next repair. Since the dot.com bubble burst, investment in cable repair ships hasn’t increased at the same rate as the cable infrastructure, which can cause a back-log as there are more cables that need to be tended to. This is set to change over the come years as companies such as E-marine make significant investments in new vessels. This will enhance ourexisting fleet of three cable ships and ROVs (remotely operated vehicles).

Weather dependent

One major obstacle that all repairs are dependent on, and cannot be controlled, is of course the weather. This can prevent repair ships from setting sail or cause crews to suspend repairs and move to safer waters in the wake of a storm. No matter if they are in dock or out at sea, crews need to continually monitor weather conditions to ensure cable repairs are completed as quickly as possible. Repairs are typically undertaken up to force BF 7, equivalent to 28-33 knot winds with crews battling harsh conditions. However, further worsening of weather to levels of BF 8 with waves of 20 to 40 ft, usually requires ship to go to standby mode in order not to undermine the safety of the crew, vessel and the cable system itself. Repair teams simply have to sit out the storm and mobilise again as quickly as possible once conditions are safe again. Dynamic Positioning technology on board ships helps to guard against bad weather by using satellites to keep ships in an exact position to the cm by monitoring currents and winds, without dropping anchor.

Stepping up security

Although speed is of the essence, the number one priority that must be considered before setting sail is the security and safety of crews on board ships. This is particularly important for contractors such as E-marine, which have to operate in and around declared war zones or dangerous waters that are prone to pirate attacks.

According to the International Chamber of Commerce, the number of recent pirate attacks, particularly in the Gulf of Aden and the Red Sea has dropped compared to recent times, which could be due to the increased military presence and preventative measures including the use of Privately Contracted Armed Security Personnel (PCASP). But this doesn’t mean the number of pirates has decreased, but points more to the fact that there has been less successful attacks. The actual threat to vessels is still very real and crews must be vigilant. As an organisation we have to ensure the upmost levels of safety for those on board. In the past, piracy wasnever such a major factor to consider forcable repairs, but nowadays it is a constant threat that can impact on repair and maintenance response times.

The threat of piracy also drives up the insurance cost, which is determined on where a ship has to travel and for how long. Not only can this increase requirements and project costs for cable owners, but it can add to delays while the correct paperwork and cover is implemented, which can be up to a few days in some cases. Then it may be necessary to mobilise security teams, which involves liaison at a Government level withthe relevant Ministries of Defence to allow permission to permit weapons on board. Even to transit through a country’s’ water with security guards, we have to seek security permission with that Government.

Red tape causing delays

Another significant hurdle for cable repair and maintenance is that they can be left waiting idly while the relevant permits and fees are secured to enter a country’s territorial waters. Each country has different regulations, but in some locations the amount of red tape can be a major obstacle and a danger to fast and efficient repairs or maintenance. Not only does this lead to direct costs for cable owners, pushing up the cost of repairs, but ultimately can cause economic harm to that country through a lack of stable uninterrupted connectivity. New regulations issued by the Indian Ministry of Shipping for example now require foreign flagged ships entering Indian water to ensure that one third of the crew is made up of Indian nationals to grant a licence for period of 30 days, and if 90 days then this increases to half the crew.

Obviously the work undertaken by crews on board is very specialist and requires many years of training, so we have to spend time to find properly qualified staff that won’t comprise the safety or quality of the works being undertaken. This can mean that a cable repair that would take five hours to repair, could end up taking three weeks as the right crew has to be assembled and then the relevant licences and permits granted.

Dealing with a number of different authorities and obtaining permits can take a long time as each state has different requirements and procedures. Faster repairs could be achieved by promoting greater collaboration between different states and streamlining procedures. States that are members of UNCLOS (United Nations Convention on the Law of the Sea) should be encouraged to commit to obligations that grant the innocent passage for cable repair vessels undertaking repairs. Those which do require permits should aim to accelerate processes through a single point of contact to reduce times to an absolute minimum.

No one’s off the hook

Cutting through these challenges to submarine cable repairs cannot be achieved by the cable repair and maintenance providers alone. An effective partnership approach between cable repair maintenance providers and cable owners in the private sector, combined with Government efforts will realise the importance of submarine cables as critical infrastructure. The risk to business and financial markets, society and security are hinged on enabling fast, efficient and economic repairs to submarine cables to prevent network damage impacting on economies.

Paris-Dubai, 26 April 2013: In a first for the Middle East region, E-marine, the principal provider of submarine cable solutions in the Middle East has announced that it will host the next edition of SubOptic, the largest global conference for the submarine cable industry in Dubai, UAE.

The announcement was made last night during the closing ceremony of SubOptic 2013 in Paris, France (22nd – 25th April), and will see the event arrive in the Middle East region during late 2015 or 2016. As one of the highlights on the submarine cable industry calendar, the event is held every three years ‘by the industry, for the industry’. It attracts between 600 and 700 attendees from over 200 organisations that span cable and component manufacturers, network and system capacity purchasers, business analysts, regulators, financiers and investors.

E-Marine PJSC, the UAE based submarine cable solution provider in the Middle East, today announced that its new state-of-the-art cable depot in Port of Salalah is ready for operation and the first cable transfer to the depot is currently in progress.

E-Marine’s facility in Salalah is designed to provide safe and sound storage for highly sensitive undersea cables and accessories. The cable depot consists of eight submarine cable storage tanks, providing a large capacity for submarine cable storage and accessories, office space and general storage area. Given the current demand for eminence cable storage facilities, E-Marine expects that up to 80% of its available storage area space will be occupied by end 2009.

Mr. Omar bin Kalban, CEO of E-Marine said: “In order to meet the rising demand for bonded storage facilities for the wet plants, we expanded our storage area capacity in Salalah, Oman by almost 40% by adding additional 420 square meters which are operational since January 2012”.

E-marine Cable Ship Completes First Phase in TEAMS Cable Deployment

Dubai, UAE April 26, 2009: E-Marine, the region’s leader in submarine cable deployment, maintenance and repair, today announced it has completed the first phase in the deployment of the 4900km TEAMS (The East Africa Marine System) cable to Mombasa, Kenya after the successful landing in Fujairah, UAE. E-Marine’s flagship, Cable Ship Niwa, began laying the cable earlier this month and it is anticipated that it will complete the project by June, 2009. The second phase of the project is in progress now and the TEAMS cable will eventually connect Kenya to the UAE.

“Our flagship CS Niwa is now well underway in the deployment of the TEAMS cable and has departed the coast of the UAE for Mombasa earlier this month. We are delighted to announce today the completion of the first phase of the project” said Omar Bin Kalban, Managing Director and Chief Executive Officer of E-Marine PJSC. “We realize the piracy issue but we are taking the necessary steps to protect our crew and vessel”, Mr. Bin Kalban added.

TEAMS is an initiative spearheaded by the government of Kenya to link the country to the rest of the world through a submarine fiber optic cable. The 4900 km fiber optic cable is to link the city of Mombasa on the coast of Kenya to Fujairah in the UAE. The ultimate capacity of the cable is 1.2 terra bits i.e. 2 fibers at 640 Gb/s. The Kenyan Government owns 45% of the project, with Etisalat owning a 15% share. The remaining is shared amongst regional telecommunications companies and Internet Service Providers (ISPs), as well as fund managers.
